Jin was born in November 1966. He was educated at Zhejiang Normal University, the province where this school is located is also where his family comes from --- Zhejiang Province. He took his bachelor's degree in history in August 1988. Six years later, he completed his postgraduate study at the Guanghua Law School of Zhejiang University. He obtained his Ph.D. degree from the Graduated School of Education of Peking University in June 2014. Meanwhile, from March 2010 to January 2011, he took up the training program for young and middle-aged officials at the Party School of the CPC Central Committee. 

From August 1988, he worked at the President's Office and the Office of the CPC Committee of Zhejiang Normal University and afterwards at the Office of Zhejiang Education Commission. From February 1997, he served as Deputy Director of the Office of Zhejiang Education Commission (Education Commission of the CPC Zhejiang Provincial Committee). From October 2000, he served as Director of Publicity and Education Division of Zhejiang Education Department (Education Commission of the CPC Zhejiang Provincial Committee). From June 2003 to July 2005, he was Deputy Secretary of the CPC Deqing County Committee. From September 2007, he acted as Deputy Secretary of the Party Committee of Hangzhou Dianzi University. He acted as Secretary of the Party Committee of Zhejiang Gongshang University from September 2015. And then in July 2020, he served as Secretary of the Party Committee of CAA. 

Jin has been engaged in higher education management and ideological and political education research for many years. He has published more than 30 papers in first-class and core journals such as Qiushi, Educational Research, Social Science Front, and China Higher Education Research. He chaired 10 projects above provincial and ministerial levels, such as projects supported by the National Social Science Fund of China and the Key Project supported by the Social Science Foundation of Zhejiang Province.
