Zhuo graduated from the College of Civil Engineering and Architecture at Zhejiang University with a bachelor's degree in 1997. Four years later, in 2001, he obtained his master's degree in Design from the Graduate School of Design at Harvard University. He accepted a temporary position as the Deputy Director of the Urban and Rural Planning Division at the Department of Housing and Urban-Rural Development of Zhejiang Province in 2017. He was also elected as one of the leading innovative talents by the Leading Talent Program for Universities in Zhejiang Province in 2020.
