The Art Center is located on the banks of the Qiantang River in Hangzhou. It occupies an area of 15,000 square meters with a building of 5,500 square meters and in a garden full of trees and flowers with European classical sculpture in it. The evergreen garden together with the white wall of the building has created the elegant art atmosphere of the center.
The center consists of permanent exhibit hall, temporary exhibit hall, central hall, academic conference room, painting studios, oil painting materials lab, storage house, library, offices, etc. The permanent exhibition hall will mainly display representative works by Quan Shanshi from different periods and original paintings from around the world collected by the Art Center. The temporary exhibit hall will display a variety of oil painting exhibitions from around the world with various exhibition themes.
The building of the center is designed to show functional requirements in displaying oil paintings. It is foursquare and grand and just like the “cornerstone” which contains the meaning of symbols and metaphors. All exhibition rooms and studios reach the height of 5 meters and use daylight based on Hangzhou’s seasonal illumination changes. These light levels are scientifically calculated to control the sunroof, which are adjusted automatically to optimize lighting. The building uses a geothermal heating system to maintain constant temperature and humidity while reducing energy use year round. This system is not only conducive to the protection of the oil paintings, but also gives the visitors a comfortable environment to appreciate its art collection.

The Art Center invites accomplished artists from around the world to research and create art and will also organize oil painting training courses to support outstanding young and talented artists. By doing this, the center hopes to increase the popularity of oil painting by organizing various art seminars, issuing publications, and promoting media exchanges.
To ensure academic standards, the center formed an art council by inviting the most accomplished oil painters and art theorists to supervise all artistic activities.
The center provides public services, such as website, appreciation activities, computer automated search system, bookshop, cafe, etc. It’s a public home for learning, research, exhibition and appreciation of oil paintings.
